Pete Tart is of counsel to the firm in it's Dallas office.  He joined the firm in 1964 and has worked his entire professional career at the firm. He received a B.A. degree from Vanderbilt University in 1961 and his law degree from Southern Methodist University in 1964. Pete's practice has been devoted exclusively to the area of public finance. Pete has represented numerous cities, counties, school districts, water districts, state universities and other political subdivisions in this State as bond counsel. Pete is one of the nation's leading authorities on international toll bridge financing, and has drafted numerous statutes that have enhanced the ability of Texas political subdivisions to issue municipal bonds.  Pete has served as speaker for various bond-related conferences such as the Texas Securities Registration conferences, the Municipal Institute at Texas Tech University, the Governmental Accounting and Finance Institute and School Finance at the LBJ School of Public Affairs, University of Texas at Austin and the Texas Association of Bond Counsel. Pete is a member of the State Bar of Texas, the American College of Bond Counsel [and the National Association of Bond Lawyers.
