Jeff Leuschel, a partner in the firm's Dallas office, joined the firm in 1980, and he became a partner with the firm in 1985. Jeff is a graduate of The University of Texas at Arlington (BA with highest honors, 1977) and The University of Texas School of Law (JD, 1980). As Bond Counsel, Jeff has been responsible for numerous new money and advance refunding bond issues for various state agencies, institutions of higher education, cities and school districts throughout the State of Texas.  Jeff has assisted numerous Texas communities in structuring economic development public-private partnership projects, including Alliance Airport, Texas Motor Speedway, the re-development of Austin Robert Mueller Airport, Dallas Love Field, Mercantile Bank Complex in Dallas, and the successful financing of the Dallas Convention Center Hotel.  Jeff has been active in drafting legislation relating to municipal finance issues and the investment of public funds by Texas political subdivisions, and has testified before the Texas Legislature on behalf of various clients. Jeff was the principal draftsman in preparing the amendments to the Public Funds Investment Act enacted in 1995, and in 1999 was actively involved in codifying over 60 years of public finance statutes into the Public Securities Title of the Texas Government Code. Jeff's professional affiliations include the American Bar Association, the State Bar of Texas, and the Dallas Bar Association. Jeff has been a frequent speaker at seminars sponsored by the National Association of Bond Lawyers, the Texas Higher Education Coordinating Board, the Texas Municipal League, and the Government Treasurers Organization of Texas. In the summer of 2002, Jeff was elected by his peers in the municipal bond law community as a Regular Fellow in the American College of Bond Counsel. Jeff is the author of the chapter “Financing Water Projects” in Essentials of Texas Water Resources, a book on Texas water law published by The State Bar of Texas in the fall of 2009.  Jeff has participated in seminars and webinars discussing Build America Bonds with government officials and accountants.  Jeff was recognized in 2011 as the Public Finance Lawyer of the Year in Dallas in the publication Texas’ Best Lawyers, published by ALM, Integrated Media Company.  The Love Field Airport Modernization Corporation financing of the re-development of Love Field was selected by The Bond Buyer as the Southwest Regional Deal of the Year, for bonds issued between October 1, 2010 through September 30, 2011.  In October 2013, Jeff was recognized by The University of Texas Arlington as a Distinguished Alumnus for his community contributions and service to the University.
